L’investimento in innovazione per una ripresa europea: Una priorità per le politiche pubbliche

Abstract

La crisi del 2008 ha avuto gravi conseguenze in Europa, in particolare per gli investimenti, compresi gli investimenti in R&S e innovazione. Ci sono grandi opportunità scientifiche e tecnologiche che potrebbero aprire la strada a una nuova fase di sviluppo sociale e ed economico, ma per coglierle occorrono appropriate politiche economiche. Una ripresa europea può venire dallo sviluppo e dallo sfruttamento di queste opportunità, ma per farlo è necessario un ampio programma pubblico di investimenti in R&S e innovazione che attiri le imprese a investire ulteriormente. L'Unione Europea potrebbe svolgere un ruolo cruciale in questo processo perseguendo gli ambiziosi obiettivi delineati dal Consiglio Europeo nei vertici di Lisbona (2000) e Barcellona (2002), che purtroppo sono stati abbandonati in conseguenza della crisi economica e delle misure di austerità. Potenti strumenti, come il piano di investimenti Juncker, e il progettato nuovo Programma Quadro 2021-2027 Horizon Europe, possono fornire il giusto stimolo. Ma ciò richiede una riorganizzazione della governance per l’innovazione e la creazione di competenze europee attraverso un adeguato Consiglio a livello UE.
